                              9/2/11: Updates for the 2011-2012 Season
                              Colleagues,

                               The Executive Committee would like to offer the following announcements:

                              1)      We are planning to include team debate as a part of our 2012 national tournament (with rounds on Thursday) as a standalone event (not counting toward tournament sweepstakes).  We will continue to evaluate team debate and its role in the national tournament.

                              2)      We have been asked to clarify whether or not Student Congress counts against novice eligibility (because some organizations label it as “legislative debate” whereas others categorize it as an “individual event”), and it is the opinion of the Executive Committee that Student Congress should not count against novice eligibility.

                              3)      We are currently working on a revision to the official IPDA ballot.  A revised version will be made available soon on the website, and shall be optional for tournament directors to use as we seek continued feedback from the community toward an end of establishing a revised official ballot.

                              4)      Under the authority granted to the Executive Committee by the IPDA Constitution Article II A (3), the Executive Committee will be making the adjustments detailed below to the IPDA Bylaws.  This serves as notification to the membership for comment.

                              a.       We will be revising bylaws Article 1, Section 1 which currently reads: “I. Use of Evidence During Debates: Contestants may not bring printed reference materials into the round with them. No 'reading' of evidence will be permitted. They may only bring and reference handwritten case outlines and limited notes which they may have worked up during the preparation period before their round. Evidence must be memorized or paraphrased for use during debates. This is another case where judges should be made aware of this rule and instructed to count off for abuses. Serious violations of this rule should cause the judge to automatically award the decision to the opponent.”   The revision will be to remove the second “may” in the 3rd sentence so that the revised segment shall now read: “I. Use of Evidence During Debates: Contestants may not bring printed reference materials into the round with them. No 'reading' of evidence will be permitted. They may only bring and reference handwritten case outlines and limited notes which they have worked up during the preparation period before their round. Evidence must be memorized or paraphrased for use during debates. This is another case where judges should be made aware of this rule and instructed to count off for abuses. Serious violations of this rule should cause the judge to automatically award the decision to the opponent.” The purpose of this revision is to clarify that notes brought into the round must have been written during the 30 minute preparation time immediately prior to the round; this, however, does not mean that a student will be unable to bring in a limited note that a teammate may have written down for them during the preparation time (as long as it was written during that 30 minute preparation time before the round).

                              b.      We will be revising bylaws Article 1, Section N (1a) which concerns novice eligibility by inserting the following phrase at the end of section 1a prior to the “and/or”: “For the 2011-2012 season, this limit of eight debate tournaments shall be raised to ten tournaments, and this revised policy shall be evaluated at the conclusion of the season; this statement shall expire at the end of the 2011-2012 season and the provision shall revert to the original wording absent a decision to permanently alter this segment of the bylaws.”  This is a one-year experiment that the Executive Committee and Governing Board will evaluate at the end of the season.

                              c.       We will be revising bylaws Article 2, Section B which establishes the tiebreakers for season-long awards.  The revision will reverse the order of the first two tiebreakers so that the segment will now read as follows:
                              “First, compare the total points earned at tournaments in common for neutral site tournaments (tournaments are considered “neutral sites” when they are hosted by a program not involved in the tie).
                              Second, drop the high and low tournament points and compare the point totals. This dropping of high and low points will occur even if a competitor has fewer than six total tournaments.”

                              We invite your comments regarding these issues and any other areas of concern that you may have, and we look forward to working with each of you this season.


                              1/12/11: IPDA Journal Call For Submissions & Reviewers; IPDA Convention Call For Papers
                              In preparation for the April convention we invite your submissions of papers for review and possible inclusion in the IPDA Journal. Submission deadline will be March 3, 2011. This will allow a review period of two weeks, an editing period of two weeks for the submitters, and a final week (before our convention) to get the IPDA Journal published.

                              Dr. Steinmiller is editing the Journal and has offered a theme for consideration: "Explore the Foundations of IPDA Debate." While all submissions are welcome, this theme may be of special interest to many within our organization at this time. Dr. Steinmiller is also suggesting that a submission may be interdisciplinary. More information is offered below about possible topics, collaborations, submission, and review of papers for inclusion in the IPDA Journal. Please note the "review criteria" for the submissions. If you are planning a submission, please alert me so we can get a sense of what the reviewers’ workload will be. Also please let me know if you would like to schedule a paper presentation for the convention in April. If you wish to serve as a submission reviewer, please contact Dr. Steinmiller at

                              Possible Collaborations:
                              We encourage collaboration of IPDA scholars with other scholars. Perhaps a political science, communication, media, psychology, sociology, or other faculty would be interested in exploring foundation issues along with IPDA scholars.

                              Possible Topics or research questions:
                              What criteria communicate and persuade?
                              What elements of Rhetoric are at play with IPDA?
                              What is the public mind?
                              How do people make decisions?
                              What ethics issues are at play in public debate?
                              How does IPDA debate assist communication education in schools and higher education?
                              What value is added to the participants and observers of IPDA debate?
                              How does extemporaneous speaking link to IPDA debate?
                              How does IPDA debate link with psychology and sociology research?
                              What public speaking issues come from IPDA debate?
                              What nonverbal communication elements relate to IPDA debate?
                              What verbal communication elements relate to IPDA debate?
                              What is the teacher/learner dynamic/value added in IPDA debate?

                              Review Criteria:
                              Please review the attached document (click here for attachment). This form is a work in progress, but will give you an idea of what the reviewers will be looking for when evaluating the IPDA Journal submissions.

                              10/25/10: 2011 Tournament Site Announced
                              The IPDA Executive Committee is pleased to announce that the 2010-2011 IPDA National Championship Tournament and Convention will be hosted by Stephen F. Austin State University in Nacogdoches, TX on April 8-10, 2011.  The invitation will be available late January, 2011.  Special thanks to Stephen Jeffcoat and the SFA squad for agreeing to host this competition once again; SFA hosted an excellent national tournament and convention in 2004 and we're looking forward to the tournament and convention's return in 2011.

                              8/24/10: New Advisory Officers
                              The Executive Committee is pleased to announce the appointment of two new Advisory Officers:

                              Joe Ganakos of Lee College will serve as the new Communications Director for the IPDA and will be charged with creating and implementing internal and external communication campaigns on behalf of our organization, including our new webpage.  If any member program would like assistance with creating and disseminating a media plan, including press releases and individual team website, please contact Mr. Ganakos at

                              Additionally, Pat Richey has been named as the Historian for the IPDA.  His new position will entail collecting and archiving a cohesive history of the International Public Debate Association.  One of the long term goals of the IPDA is to create a lasting and codified history of our organization that will serve to create a linear bridge from the past to the future of our group.  Any individuals with documents, photos, or anecdotal information about the history or heritage of the IPDA are strongly encouraged to contact Mr. Richey at

                              8/20/10: Team Debate Will Not Be Hosted At The 2011 National Tournament
                              Under the authority granted to the Executive Committee by the IPDA Constitution, Article II Section A, Subsection 3, the Executive Committee intends to suspend IPDA Bylaw Article 2, Section E, Part 4 and IPDA Bylaw Article 2, Section #, Part 4, and IPDA Bylaw Article 2, Section E, Part 9 for the 2010-2011 Competition Season.  These Bylaws govern the awarding of a Top Team and Top Speaker in Team Debate at the National Championship Tournament.  While the Executive Committee wholeheartedly endorses the concept of Team Debate and will continue to promote it as a season-long event, it is our belief that we must continue to discuss this issue with the Governing Board regarding the best manner for implementing the format at the National Championship Tournament.  As such, we will not offer the event during the 2011 National Championship Tournament.  We are providing this notification to the membership for comment prior to implementation prior to our discussions with the Governing Board.
